Digital Public Service Branch

The Digital Public Service branch is the part of Te Tari Taiwhenua Internal Affairs tasked with driving and enabling delivery of unified, seamless and effective digital services across the sector, working to the Strategy for a Digital Public Service.  

The branch achieves this by working across the public service to connect, influence and support the system to transform and better respond to the ever-changing digital landscape. It also supports the Government Chief Digital Officer (GCDO), whose work supports a modern adaptive public service to have the skills, technology and data to operate at pace and to meet changing needs.

This is a new role developed as part of the recently redesigned All of Government Services Delivery (AoG SD) Group, an integral part of the Digital Public Service Branch. The AoG SD Group works to help ensure effective, efficient and optimal digital/ICT procurement and services delivery, and also manages the government s digital/ICT common capabilities and product suites.

Commercial Contracts Manager 

The Commercial Contracts Manager (CCM) provides subject matter expertise and capability in the development and maintenance of complex contracts with multiple ICT vendors to the GCDO and consuming Agencies.   Working collaboratively with peers across the Commercial team and wider Group, the CCM ensures the delivery of fit-for-purpose commercial arrangements and contracts that align with agreed commercial strategies to enable Government to achieve ICT strategic goals.

To be successful in this role you will have:

  • Strong commercial acumen with a proven track record in ICT commercial and contract development and management from within the public or private sector
  • Expertise in the development of ICT contractual documentation, schedules, memorandum of understanding, subscription agreements, service catalogues, appropriate execution of contracts, deeds of variation and letters of renewal 
  • A good understanding of the ICT industry, particularly in relation to market trends, commercial constructs, products and services, and supplier performance management
  • Excellent negotiation, collaboration and influencing skills able to understand points of difference, gain trust quickly and work through challenging situations to gain a beneficial outcome
  • Strong verbal and written communication skills with the ability to communicate complex information effectively and level appropriate to the audience
  • An ability to see the big picture and identify links between different parts of an issue and accurately assess and manage risks to achieve outcomes
  • Effective problem analysis and solving skills with proven ability to work through issues of considerable complexity
  • A relevant legal degree, CIPS or equivalent professional experience is desirable
