The National Emergency Management Agency (NEMA) provides national leadership to Aotearoa New Zealand’s distributed emergency management system. As a departmental agency, NEMA is an operationally autonomous agency within its host agency, the Department of the Prime Minister and Cabinet (DPMC).
It is now one year on since the Ministry for Civil Defence and Emergency Management transitioned to NEMA and we are looking for an experienced and capable leader to be the first substantive Chief Executive. To achieve NEMA’s purpose, the Chief Executive must provide strong, national leadership to create, maintain and develop an emergency management system that reduces the impact of emergencies on people, communities, property, critical infrastructure, the economy and the environment.
The Chief Executive will have an important role in leading NEMA as it evolves its work programme, ensuring that any disruption to NEMA’s key functions is kept to a minimum. The Chief Executive needs to be able to manage relationships and provide clear central leadership across a complex landscape. We are looking for someone who is skilled at with working with Ministers and who can work constructively and collaboratively across government and the wider emergency management sector. NEMA works with central and local government, communities, iwi, and business to make sure responses to and recoveries from emergencies are effective and integrated.
Excellent leadership by Public Service chief executives is essential to high performing departments and a high performing Public Service. Chief executives are required to work collaboratively in a spirit of service and strive towards the overall goal of a system of world class, professional Public Services, serving the Government of the day, and meeting the needs of all New Zealanders.
