The global COVID-19 pandemic threatens our communities, and our economy. New Zealand has reacted decisively, pursuing an ambitious elimination strategy. A robust all-of-government response is ensuring we continue to protect the position we have gained.

The DPMC has a key role coordinating, and where necessary, leading the all of government response. DPMC’s COVID-19 Group currently has an exciting eighteen month fixed-term employment or secondment opportunity for an experienced leader. The purpose of the role of Head of System Assurance and Continuous Improvement is to embed an assurance and performance reporting framework across the government’s COVID-19 response and to champion a continuous improvement philosophy within the system. The role will also establish and maintain effective engagement forums with iwi/Māori, business and community groups about the COVID-19 response.

Key responsibilities:

  • Lead a high performing team.
  • Build and maintain relationships with a range of stakeholders across the public service.
  • Develop and maintain a COVID-19 system assurance framework for performance and risk that includes both vertical risks within delivery agencies, and horizontal risks across the system.
  • Integrate and collate multiple agencies’ risk registers, performance reporting and assurance frameworks to provide a whole of system view to the Leadership Team, DPMC CE and response system CEs.
  • Coordinate the management of system (horizontal) risks.
  • Promote a culture of continuous improvement and learning and operate a small team of independent expertise to support and advise on performance and risk management across the system.
  • Specifically, support and enable the forthcoming reviews by the Office of the Auditor General, and any other external reviews that may occur.
  • Support effective governance of the COVID-19 response, ensuring that CEs have the right conversations at the right time, supported by high quality papers.
  • Support the establishment and operation of engagement forums with iwi/Māori, business and community groups.
  • Establish and maintain collaborative links with a range of senior level contacts across the public sector, constructively bringing together perspectives of these multiple stakeholders.

Key requirements:

  • A tertiary qualification in public policy or other relevant discipline (post graduate desirable) or equivalent experience
  • Significant senior leadership experience including leading systems, risk and assurance teams in the public service or in a Crown entity monitoring role; relevant experience in a similar role is desirable
  • Strong demonstration of systemic thinking and experience leading teams on complex problems
  • Experience working with a range of senior officials in a collaborative manner to achieve agreed and sustainable outcomes
  • Excellent stakeholder engagement skills including experience at building and sustaining strong strategic relationships with government agencies, iwi, hapū, whānau, Māori, NGOs and other key stakeholder groups
  • Excellent oral and written communication skills
  • Able to demonstrate strong relationship management skills, often in complex and challenging environments
