We currently have a permanent full-time position available for a Manager Planning, Investment and Reporting. This role reports directly to the Chief Financial Officer within the Finance Technology and Infrastructure Group and will be based in our Wellington Customhouse. 

This is a newly created role that will manage a team responsible for the provision of strategic financial management, investment and non-financial performance advice within Customs and to key external stakeholders.  The frameworks that this team will develop and implement, including annual business plans, multi-year budgets, performance measurement, and internal and external reports, will allow Customs to clearly understand and communicate its current performance and to plan and invest in an optimal manner for the future. 

The team is also responsible for providing sound advice and leadership on appropriate project management methodologies, policies and procedures to ensure effective programme and project management and monitoring. 

To be successful in this role, the appointee requires the following knowledge, experience, skills and personal attributes:

• Demonstrated proven success and experience in a financial or relevant leadership role with a sound knowledge of business management, practice and trends in a government or relevant commercial environment
• Excellent analysis/consultancy and reporting ability with strong written and oral presentation
• Strong business partnering experience, and ability to influence senior leadership and stakeholders
• Skills in the development and implementation of a wide range of financial and non-financial management planning and reporting processes and practices in a medium-large service organisation
• A tertiary qualification (at least equivalent to Bachelors) in finance or a relevant discipline and be able to demonstrate experience in applying the key competencies for their position
• Ability to lead the translation of long term strategy into multi-year plans that can be delivered and monitored
• In depth knowledge of performance measurement frameworks at organisational level
• In-depth experience and knowledge in implementation of high-level corporate business planning methodologies
• In depth understanding of financial and non-financial systems and how these integrate with other business processes and systems together with the ability to identify and implement required changes
• In working knowledge of the Public Service Act 2020 and responsibilities under the Public Finance Act.
