Are you an experienced leader with broad capability and strategic experience?

Do you want to lead an experienced team in developing and implementing exciting initiatives for the Government Communications Security Bureau (GCSB) and the New Zealand Security Intelligence Service (NZSIS)?

The People and Capability team is seeking an experienced leader.  Your role will be to lead the Strategy and Capability team in developing and implementing solutions aimed at building overall organisational capability and culture that will enhance business performance.

With overall responsibility for the development, planning and implementation of learning and organisational development programmes, you will lead projects and initiatives that support and build people capability.  In all areas of this role you will be directly contributing to and influencing the achievement of the People and Capability and broader Agencies strategies and goals.

The role is aimed at lifting the strategic influence and direction of HR within the business, and to progress projects and initiatives feeding into our workforce strategy. This is an exciting time for our business, and we have ambitious goals for our workforce strategy. We are already underway with implementing new initiatives and frameworks, however, there are still many more initiatives to be developed, implemented and embedded, with huge opportunities for you to make your mark.

You will need to be an experienced people manager and coach, be proactive in setting the direction for this team, and prioritising a busy work agenda that will align with the GCSB and NZSIS’s goals and strategic direction.

  • Demonstrated experience in the development of strategic and operational plans and policies that enable the business

To be eligible for employment within the NZIC you must have been a NZ citizen for at least 10 years. Alternatively you must hold NZ Permanent Residence or hold a current NZ Residency Class Visa and have been a citizen of UK, USA, Canada or Australia for at least 10 years.

You must be able to obtain and maintain a high level security clearance. Ordinarily to obtain this level of clearance candidates must have a 15 year checkable background in countries where meaningful and reliable checks can be undertaken.
