The MCS&E Adviser (Tokelau) position

Tokelau is a territory of New Zealand and part of the Realm of New Zealand. Tokelau is dependent on its fishing sector, fisheries revenue and development assistance from New Zealand. Among New Zealand’s shared vision with Tokelau is the vision to build stronger governance and more effective public services for Tokelau, to support Tokelau on their path to self-determination.

The MPI Compliance Directorate, in collaboration with MFAT under an agreed Memorandum of Understanding, has established a MCS&E Adviser (Tokelau) position within the Fisheries Compliance Liaison and Coordination team (FCLC). The position is available for a 3-year fixed term period. The location of the position can be based around the successful candidate. 

The MCS&E Advisor (Tokelau) will focus on understanding priority monitoring, control, surveillance and enforcement (MCS&E) needs to support the development and implementation of fisheries compliance frameworks within the Tokelau EEZ. They will coordinate access to the right compliance and enforcement services to build capability and enhanced capacity of the Tokelau Fisheries Management Agency (FMA). They will plan, lead, manage and deliver an allocated work programme, and actively contribute to the related work of MPI, MFAT, other government agencies and organisations in support Tokelau and New Zealand’s shared vision.

This is a high profile, diverse and unique role with an international focus that requires you to collaborate across government agencies, travel internationally and be self-managing in often trying circumstances.

 

Mōu – About You 

  • Have experience in fisheries compliance and enforcement, and working in a regulatory environment
  • Have knowledge of international policy and domestic fisheries law
  • Have technical knowledge of MCS tools (eg vessel monitoring systems, observer reporting, catch and effort reporting, surveillance platforms, inspection regimes, etc)
  • Be able to plan a work programme in accordance with strategic objectives and needs
  • Be able to identify MCS&E needs, develop training tools, and have experience mentoring and training others
  • Be able to quickly develop strong working relationships with stakeholders both in New Zealand and abroad, and be able to work in cross-cultural environments
  • Have a proven ability to think strategically, have excellent judgement and analytical skills
  • Be able to provide timely and accurate advice on a range of compliance matters and be able to navigate ambiguous situations with ease
  • Have maturity, possess a high level of political nous and the ability to negotiate and influence others.
  • Have excellent written and verbal skills.
