The Population Health & Prevention directorate of the Ministry of Health works across sectors to achieve health equity and protect, promote and improve the health and wellbeing of people, families and communities. The Directorate includes our key national public health functions, emergency management, the National Screening Unit and a range of population health programmes such as child health, oral health, Pacific Health, tobacco control and immunisation.


Our Programme Managers lead and direct complex programmes of work and ensure their success. They take ownership of the work of the programme and are accountable for outputs, direction, coaching and quality assurance, as well as building and managing key relationships. You will be an efficient manager of people, timelines, communication and budgets, as you provide the leadership needed to implement the programme. This will include programme budget management, planning, reporting, risk identification and risk management.


The focus of this role over the next two to three years will be to lead and direct actions for the next steps of the Fetal Alcohol Spectrum Disorder (FASD) Action Plan for the Ministry of health.


Your key responsibility will be to provide strategic leadership for the Ministry and be the key liaison point across-sectors and stakeholder groups for the FASD Action Plan.


Your key objectives will be to:

  • establish and manage programme management systems, tools and processes
  • provide efficient management, planning, leadership and implementation of the programme budget management, resources, planning, reporting, dependencies, risk identification and management
  • develop and maintain excellent relationships across the Ministry, the wider health sector, government and other key external stakeholders ensuring highly effective communication and linkages are developed and maintained.



In future, the position may be allocated as a Programme Manager to other Ministry teams, programmes and initiatives as government, Ministry and business unit strategies and priorities change.


To be successful, you will have a strategic lens as well as the ability to lead tactical implementation. Your ability to build collaborative relationships across a range of teams, as well as with executives and other stakeholders is paramount to ensure deliverables are achieved. You will be well versed at delivering strategic projects to budget and on time, project governance, and a variety of project methodologies.
