Regional Planning and Development Lead – Youth Justice

At Oranga Tamariki—Ministry for Children, we work with whānau and communities to get the best outcomes for our children and young people. It is challenging, and we are passionate about it. Youth Justice are currently implementing new community placement work programmes and need your help.


About the role:
With recent changes to the Oranga Tamariki Act, including raising the age of young people to be included in the Youth Justice system, Oranga Tamariki are looking for a planning, development and implementation lead to work in conjunction with community-based providers. We are going to be introducing Care Standards, establishment of principles that focus on young people who have or may have offended and their victims wellbeing, and introduction of the centrality of mana tamaiti, whakapapa and whanaungatanga in all of our work.


Supporting the Manager Youth Justice Community Placements, you will provide advice to key Youth Justice stakeholders and maximise opportunities to partner with approved iwi and cultural service providers to co-design and lead the delivery of work programmes, this will require negotiation and partnering skills to build on these new relationships.
This is a senior role working across the region, working closely with our Partnering for Outcomes and Property teams, you will be the expert on what good looks like and ensure we comply with regulatory and legislative requirements for these new implementations. In everything we do the young person’s wellbeing is foremost.


To be successful in this role you will have:

  • Strong programme management skills, programme design experience and a collaborative approach to development and delivery
  • Understanding of Tikanga Maori, Treaty of Waitangi, Oranga Tamariki Act (particularly section 7AA) and Pacifica culture
  • Ability to develop effective partnerships with Iwi and non-government organisations as well as internal stakeholders
  • Flexibility to adapt within an ever-changing environment
  • Experience managing high level risks and establishing business or care framework
  • Ability to collect information, analyse outcomes and prepare meaningful reports
  • Ability to travel frequently and a full NZ driver license
  • Previous experience leading and delivering projects
