The System and Organisational Performance group comprises both system-wide and organisational roles to deliver on our cross-system leadership role, help build and support our organisation through enabling our people and support effective communications and engagement with the public and our stakeholders. The group helps shape and support the delivery of HUD’s purpose and strategic direction, delivers research and insights about the housing and urban systems and undertakes HUD’s regulatory oversight and monitoring functions. The group also includes legal, finance, ministerials, people and culture, information technology, governance and communications and engagement.

About the role | Mō te tūnga

The Senior Advisor, Planning and Performance plays a key role in driving organisational performance, including planning and reporting processes.

Working closely with leaders and the wider organisation, you will facilitate strategic planning and reporting. You will take a continuous improvement approach to develop and provide reporting that helps us achieve our outcomes.

Critical to your success in this role will be your ability to engage internal and external stakeholders in performance processes and be adept at understanding what is required to meet the needs of the Ministry.

About you | Mōu

You will provide thought leadership, influence, and encourage information sharing across the organisation to inform performance and planning across the business. You will be hands on. You will help to design and coordinate our performance and planning processes – including the development and maintenance of performance measures. You will take responsibility for facilitating and guiding our teams to ensure fit for purpose planning and performance information.

Relationship management will be front and centre to everything you do. With a strong stakeholder engagement mindset, you will lead pieces of work using project planning and management techniques to effectively carry out the agreed work, using initiative to resolve work priorities, manage risks and coordinate work with others.

You will leverage key stakeholder relationships across the public sector and beyond, maintaining awareness of the key issues affecting planning and performance and what that might mean for the Ministry.

What you’ll bring to the role:

  • A solid understanding and technical knowledge of the machinery of government and overall government planning, reporting and accountability processes.
  • Experience in public sector roles requiring high level collaboration, communication, and relationship management skills.
  • Experience leading the preparation of accountability documentation such as Statements of Intent, Statements of Performance Expectations and Annual Reports within the public sector.
  • Experience developing and maintaining performance frameworks and measures.
  • Able to develop and manage relationships at all levels, effective in establishing, building and maintaining relationships with individuals, groups or agencies external to the organisation.
  • Competent using Microsoft Office 365 and other reporting suites to produce numerical and written reports in a clear and concise manner.
  • Strong and persuasive stakeholder engagement skills.


  • Must have the right to live and work in New Zealand.
  • Must be able to obtain relevant checks and clearances as/if required (e.g. security clearance).
