The TEC – Te Amorangi Mātauranga Matua is a small Crown agency with a big job to do – ensuring New Zealanders have the skills and the knowledge they need to ensure lifelong success to build a great country. We lead the Government’s relationship with the tertiary education sector in New Zealand and provide career services to lift the aspirations and skill bases of all New Zealanders from ages 7 to 74.

We’re seeking a Senior Technical Business Analyst for a one year fixed term to support the Unified Funding system implementation project. The Unified Funding System Project team’s focus is on redesigning the existing funding systems that currently compete in vocational education and training.  Working collaboratively with the Ministry of Education the team is supporting the development of policy and is responsible for designing and developing the operational policy that will give effect to a new unified funding system

These changes will be supported by a redesigned and unified funding system that will bring together two different funding systems. The unified funding system will apply to all provider-based and work-integrated education at certificate and diploma qualification levels 3 to 7 (excluding degree study) undertaken by tertiary providers and all industry training undertaken by Transitional Industry Training Organisations. The unified funding project is responsible for designing and developing the operational strategy and policy to give effect to the unified funding system and support its implementation.

The project is also responsible for ensuring that the business requirements, that will lead to changes in TEC’s underlying systems to support the unified funding system, are clearly articulated and understood by the both the business and those responsible for making the changes to TEC’s systems

 

What will you be doing?

You will be working with business owners, users, product owners, architects and developers and key project team members to describe the changes to TEC’s systems design and deliver efficient and effective technical solutions to support the implementation of the redesigned unified fund.

  • Leading the business analysis effort for the project
  • Eliciting requirements and collaborating on design, including working directly with end users and the business to understand their needs
  • Collaborating on implementation approaches, and creating buy-in to the solutions proposed
  • Identifying gaps or areas for additional information or research, and working with the team to identify pathways forward
  • Drafting general support material content, e.g. FAQs, that will be formed into support material 

What will you bring?

  • Extensive expertise and experience in business analysis , (8+ years’ experience)
  • Extensive experience working in ICT product delivery, especially in the area of data collection and use
  • Experience and ability to plan and estimate effort for BA tasks
  • Ability to work effectively with technical teams
  • An ability to anticipate and speak up about potential problems, and develop contingency plans accordingly
  • Advanced MS Office skills including Visio, Excel, Word and PowerPoint
