Transport Services is changing, and a new operating model is being introduced to enable us to meet the growing demands on our transport system, better serve our regions and fully develop our multimodal transport capability. Te Whiwhinga mahi | The opportunity 

The purpose of this role is to lead the team who work within the business to create and translate the practical project management requirements for Transport Services and support the achievement of those requirements by working alongside the practitioners to ensure efficient and optimised programme delivery. 

As well as being accountable for the Waka Kotahi values and behaviours, your role has the following specific key accountabilities: 

  • Create the lines of sight between the work of the team with Programme and Standards, Transport Services and Waka Kotahi priorities and direction and bring the priorities to life within the team work programme.  
  • Communicate well within and on behalf of the team to ensure alignment, understanding and to create clarity. 
  • Provide clarity around priorities, roles and responsibilities and the programme of work for the team. 
  • Provide technical leadership to enable team members to reach their full potential and to create an engaged and aligned team for project management practices. 
  • Lead the delivery of the programme of work that delivers on the project management function within Transport Services, ensuring consistency, alignment and robustness of project and portfolio information and management 
  • Ensure integration of the business case lifecycle with the project management lifecycle for Transport Services and structured change processes for proposed variation 


Ko koe tēnei | About you  

As well as your leadership attributes, you will need to bring your ‘know how’: 

  • 5+ years’ experience in a complex PMO environment 
  • Proven knowledge and understanding of portfolio, programme and project methodologies and reporting 
  • Proven experience in leading, influencing and building credibility across a range of stakeholders 
  • Strong planning expertise including the ability to manage workloads, identify trends and risks to be managed before they materialize, and establish continuous improvement cycles 
  • A recognized project or programme management professional qualification i.e. Project Management Professional (PMP), Prince2, and/or Managing Successful Programme (MSP) 
  • Ability to adapt to new systems and frameworks in line with existing Waka Kotahi practices; experience using SAP, Planview and Transport Investment Online would be an advantage
