1. Conduct legal research on relevant issues and prepare reports and recommendations;

2. Interpret and apply civil service laws, rules, and regulations in specific cases;

3. Draft legal documents such as pleadings, motions, and contracts;

4. Review and provide comments on proposed legislation, rules, and regulations affecting the civil service; and

5. Perform other related functions.
