Mō te tūnga | About the roles 

Following the enactment the Climate Change Response (Zero Carbon) Amendment Act 2019, our role at the Ministry for the Environment is now focussed on developing policies and laws that will drive the transition to a low emissions economy and enable our communities to adapt to the impacts of climate change. 

Climate change is expected to have significant impacts on our people, environment, economy and the way we live. Aotearoa New Zealand needs to be adapting to climate change now. We are working with local authorities and other organisations to understand what might happen and where, and the options for dealing with change. 

We are looking for experienced Senior Analysts to support the implementation of our climate change work programme, this includes support for the development of: 

  • National direction under the Resource Management Act 1991 (RMA) on greenhouse gas emissions
  • New legislation focused on adapting to climate change

You will work alongside and support Ministry Directors and Managers to provide comprehensive, innovative, high quality advice. 

Senior Analysts will play a thought leadership role and help to build capability within the Ministry by coaching and mentoring others. You will use your excellent judgement and relationship management skills to influence stakeholders to achieve the Ministry’s outcomes.

Our ideal candidates will bring: 

  • experience providing advice to senior leaders
  • experience in developing regulations and legislation
  • strong stakeholder management and engagement skills across diverse groups
  • commitment to developing cultural capability and capacity in te ao Māori
  • demonstrated project management skills, with the ability to identify and manage risks
  • experience delivering quality work in a fast-paced environment
  • the ability to see the “big picture” and the ability to look at different ways of thinking
  • political savvy in terms of tact, discretion and diplomacy
  • an agile, adaptive and solutions-focussed approach, with a desire to make a difference.

For the work developing new legislation on climate change adaptation, we are specifically looking for:

  • understanding of how communities and local government operate (essential)
  • resource management planning and consenting experience (desirable).
  • knowledge or experience with funding, financing and insurance mechanisms (desirable)
  • knowledge or experience of natural hazards and climate change impacts and risk assessment processes (desirable)
  • experience in or knowledge of Crown-Māori relations and engagement and partnerships with iwi/Māori (desirable)

For the work on national direction on greenhouse gas emissions, we are specifically looking for candidates with:

  • an understanding of the RMA and the process for developing national direction (essential)
  • resource management planning expertise (essential)
  • an understanding of sources and sinks of greenhouse gas emissions (desirable)
  • an understanding of the energy sector and industrial processes (desirable)

Salary range $97,033 to $121,984 pa.  Appointment within this range will be based on skills and experience.
