About our team | Mō tō mātou rōpū  

The Ministry for Primary Industries is looking for a Manager to lead the Ministerial Services Team.

The Ministerial Services Team is responsible for providing analysis and advice on Ministerial requests and correspondence, risk management and issues. The Manager will oversee key processes which support ministerial servicing as well as identify and implement ways of building ministerial servicing capability. The Team also has responsibility for handling Privacy Act requests and responses to external assurance agencies such as the Ombudsman and Privacy Commissioner. 

The Manager will be responsible for the overall management of the ministerial servicing process at MPI, and has responsibility for meeting relevant standards in terms of accuracy, quality and timeliness for ministerial servicing. The Ministerial Services Team ensures that MPI maintains an effective relationship with Ministers offices and Parliament, and that Ministers are well supported.


About You | Mōu

You will have expert knowledge and wide experience across Parliamentary and Select Committee accountability processes, Ombudsman review, Ministerial correspondence, and WPQs. You will understand Government decision-making and operating procedures and will have a finely tuned risk radar and be able to develop strategies for risk mitigation and management.

You will be a good networker with the ability to establish and maintain effective working relationships with a wide range of people. You will have a strong track record of achievement and be able to quickly analyse situations and make sense of complex information.

You will be an experienced people manager and will be able to mentor, challenge and support your staff. You will know what ‘good’ Ministerial Servicing looks like and you enjoy helping your staff to achieve high standards and reach their career goals.   

In addition, you will have experience and interest in process improvement, workflow management, and the machinery of government. 


About the role | Kōrero mō te tūranga 

In this role, you will be expected to: 

  • Provide the strategic oversight of the ministerial servicing functions, ensuring the function is high-performing, provides an exceptional service to customers and that service delivery expectations of the Senior Leadership Team and Ministers are met.
  • Develop, enhance and manage processes and systems to deliver, monitor, and co-ordinate ministerial aide memoire and briefings, parliamentary questions, ministerial correspondence, and submissions to cabinet within MPI.
  • Coordinate the production of the weekly reports to Ministers and Ministers meeting agendas with the Senior Leadership Team and MPI Directors.
  • Develop and maintain audit and quality assurance strategies and processes for managing information.
  • Develop, enhance and manage processes and systems to deliver, monitor, and co-ordinate outputs for the Minister, external assurance agencies, and submissions to cabinet within MPI.
  • Develop and maintain audit and quality assurance strategies and processes for managing information.
  • Support the Senior Leadership Team by assisting in the management of MPI’s relationship with Ministers’ Offices, Parliament and Select Committees, including all aspects of the biannual accountability processes.
  • Maintain a strong relationship with Minister’s offices which includes providing advice, managing queries and coordinating responses to requests for information, including the management of oral questions.
  • Actively maintain productive relationships with the Office of the Ombudsman and Privacy Commissioner.
  • Prepare complex responses to correspondence and provide peer review for responses prepared by other team members, with a particular focus on identifying and mitigating risks to the Ministry or Minister.
  • Act as a subject matter expert in Privacy Act and Ombudsman Act responses, ministerial servicing, parliamentary processes and the machinery of government, providing advice and support to the Senior Leadership Team, Public Affairs branch and staff as required.
  • Enable the on-going capability of the team by recruiting top talent, ensuring individual performance is managed, identifying development needs, and providing appropriate development opportunities.
