About Us:
At Oranga Tamariki—Ministry for Children, we work with whānau and communities to get the best outcomes for children and young people. It is challenging, and we are passionate about it. 

The Partnering for Outcomes group supports Oranga Tamariki to work in partnership with government and non-government organisations, and our community partners. 


Many of the organisations we work with support children and young people in care and their caregivers. These ‘care partners’ do a great job making sure that children and young people get the support they need. However, we all recognise that we could improve the quality of care for children and young people if we worked more closely together and are invested in positive changes. 


Recent changes to the Oranga Tamariki Act, in particular section 7AA, and the introduction of new National Care Standards Regulations, also require us to look at how we assure the quality of care and support provided by our care partners.


About the Role:
Reporting to the General Manager, Commissioning and Market Building, the Manager Quality will establish and promote quality assurance approaches that enable Oranga Tamariki and our partner organisations to continually assess and improve the quality of care and support for children and young people in care. 
This role will lead the establishment of a new function that will manage this new quality assurance approach – working closely with care partners and several teams across Oranga Tamariki and other stakeholders across Government. 
Your determination to improve the quality of care and support for children and young people, your experience in setting-up new teams, and your focus on building and nurturing positive relationships will put you in a position to succeed in this role.


To be successful, you will have:
  • Demonstrated understanding and experience in quality frameworks and methodologies
  • Strong analytical and service design skills
  • People leadership and change management experience, specifically with establishing new functions and implementing new teams
  • Proven relationship management experience, with the ability to influence, negotiate and persuade across group and service boundaries to achieve desired outcomes
  • A commitment to the principles of mana tamaiti, whakapapa and whanaungatanga and to delivering to our Māori cultural framework
  • Proven ability to work in partnership with iwi and Māori organisations to achieve positive outcomes for tamariki and whānau
  • An understanding of legislative and regulatory accountabilities in care services
